In 2019, I stood with our communities to protect the Waiwhetu aquifer from commercial water bottling, because our water is a taonga, not a commodity.
I will champion:
✔ Reliable and affordable public transport
✔ Climate resilience and environmental protection
✔ Economic growth that benefits everyoneVote Gabriel Tupou – for proven experience, strong integrity, and genuine care for our people and environment. Together, we can build a clean, connected, and resilient region.
Experience, Integrity, Care
-
Hutt City Mayor Campbell Barry
“While it will be a loss not to have Cr Gabriel Tupou around the council table — The local knowledge he will take to the GWRC will be invaluable. It’s been a pleasure to work alongside you, and wishing you all the best for the next step in your Local Government journey!”
-
GWRC Councillor Fauono Ken Laban
“I have known and supported Gabriel for many years, including during his time on the Community Board and Hutt City Council. He is a competent and talented governor with huge potential in public service. He would be a tremendous advocate for our community on the GWRC
-
GWRC Councillor Quentin Duthie
“Gabriel is a strong advocate for the Lower Hutt community and environment. We worked together on ways to restore the health of our waterways so they can again be clean and safe for swimming. A vote for Gabriel is a vote for the health of our water, land and people.”
Policy Statements
A Clean Region
I will champion initiatives to protect and restore our waterways, reduce pollution, and improve air quality. A clean environment is the foundation of healthy communities and a thriving economy.
A Resilient Region
I will ensure our region is prepared for natural hazards, climate change impacts, and emergencies. Resilience is about strong infrastructure, well-resourced emergency services, and community readiness.
A Connected Region
I support a modern, affordable, and reliable public transport system that connects people to work, education, and recreation. Let’s reduce congestion and emissions by making our trains and buses electric.
A Te Tiriti Region
I stand for a council that reflects our constitutional arrangement under Te Tiriti o Waitangi and honours Māori representation. Māori Wards strengthen our democracy through partnership and equity.
A Sustainable Region
I will back policies that reduce carbon emissions, promote renewable energy and protect our biodiversity. Food sustainability means supporting local growers, reducing waste, and building resilient food systems.
A Democratic Region
I oppose forced amalgamation that removes local voices. Any change to regional governance must be led by the people, not dictated by central government. I will fight to protect local democracy.
My Values
As your representative, I’m committed to serving with integrity, care, and vision. These values guide every decision I make as a local government decision-maker:
Kaitiakitanga – Protecting What Matters

Manaakitanga – People at the Heart
Respecting and uplifting all people, with special care for those who are most vulnerable.
Tikanga – Doing What’s Right
Acting with honesty, integrity, fairness, and transparency in every decision and action.
Rangatiratanga – Local Voice, Strong Partnership
Empowering the autonomy and self-determination of Te Upoko o Te Ika - Greater Wellington in genuine partnership with Mana Whenua.
Together, we can create a thriving, inclusive, and sustainable future for all.
